As the mom of a child who has been bullied ALL year by another 6 year old child, I 100% believe that there are kids out there capable of this stuff. My 6 year old (who has autism) was called a "shit head", told to "have a shitty day", told his "breath smelled like diarrhea", and was told "You're stupid" multiple times throughout the school year. This child also has hit him, kicked him, pinched him, stolen his winter hat, and tried to get others to join in.
Having said that, when my mother-in-law told Matthew to punch the child in the face my child responded with "Grandma, why would I do that? I'd get in trouble. I'm a good boy! My mommy tells me I'm a good boy and good boys use hands for hugging not for hitting!" He told his teachers what my mother-in-law said followed by what he said. I was quite proud of him!

Believe me...I want to! I don't want to teach my kids that you can solve any problem with violence though.
I don't have any studies, but I know our district is implementing a program which is researched based which emphasizes taking away the bullies audience and teaching bystanders to report incidences. The theory is that if a bully doesn't have an audience to impress/intimidate the bullying behavior will stop. By informing the bystanders to report incidents, it is hoped that the adults can have a better idea of what is going on.
After working in schools I see how hard admins have it with discipline. Bullying is a hot topic in my districts so I would be shocked if admins didn't respond to every complaint. But the problem comes into place with deciding what to do with a bully. Aids for individual students are practically non existent, and it doesn't exist for a non-sped kid. So you can't simply stick an adult to the kid to make sure he/she behaves. Secondly, you can only suspend a kids so many times and every offense isn't a suspendable offense. So while you maybe can get a kid out of the building for a few days due to hitting, you can't do it because the kid called someone stupid. To a certain extent, the school's hands can be tied when dealing with little kids. You can't just ship them off to the alternative high school, kwim.
With all that said. What this teacher did was ridiculous. Marissa, I'm sorry your family is going through this and I hope you can get some sort of resolution. Your little boy sounds like an awesome kid.
