Neutral territory would probably be best so neither feel the need to defend it. (A park, parking lot, sidewalk etc)
When I worked at a kennel, our trainer always said the best way for dogs to meet is to allow them to butt-sniff first, not nose to nose. Butt sniffing is how they GTKY, and nose to nose can sometimes lead to a standoff.
I'd definitely have them on leashes if the one is dog aggressive.
Depending on how dog aggressive the new one is, you could try walking them and see how they do. Like one-person per dog, but walking together. That way they are around each other but not in each others faces the entire time.
It may take time, and more than one visit. Are you adopting the new dog, or just meeting it?

I agree. start on neutral ground, like a park. If you have another person, I would start by just going for a walk together. One person to walk each dog, but no sniffing until after the walk.
Are these dogs going to live together? Since there is protection issues, make sure all toys, food, favorite beds, blankets are put away before bringing them into a shared space. Praise the, with treats when ever they have a positive interaction.
