I've found Bare Traps (I've gotten them at DSW) have great wide calf options, and they're super comfortable. Not a ton of selection right now, but I'm hoping they'll add to it in the next couple of weeks, I need to replace my black dress boots.

Honestly, I have just given up on the tall boot look. In addition to my large calves, I am knock kneed and it looks ridiculous on me. Every year I see so many people rocking the look and I try on tons of options and none work. This year I am going to resist. Maybe.
I don't have a specific store suggestion, but I always look for boots that both zip and lace up because it allows you to kind of "customize" the width.
I got a pair of Cole Haan boots that zip+lace last year on Amazon that I really love.
I have a couple pair of Ecco (Hobart) riding boots that I love because they can be adjusted for any calf width from narrow to "athletic" (within reason and lol at athletic) with buckles on the side. I have them in a brown (suede) and black leather. I didn't buy them online (Nordies) but they are available. They sell in European sizes. blahblahblah. I might have to get these mink ones too. ETA: Holy crap the image was huge. I use boot bands I was finding that I couldn't find enough wide-calf boots that I really liked--I was also finding that some designers called them "Wide calf", but they were still only 15" circumference (I need at least 17", but 18" feels best). Since I got the bands, I can shop at any shoe store, buy boots that I love and then zip in the boot band. They are a bit pricey, but they are sooooo worth it.

I think my calf measurement is 19" (they're genetically enormous and I HATE them). The only place I have found boots that fit comfortably is Duo, a British online shoe company.
They're expensive and you have to pay an import tax that gets billed after the fact, but they're well-made. I think I at least got the shipping for free.

They are amazing!! I have large muscular calves and they fit because they are made to fit. I can even fit my jeans inside my boots! I lurve them. I also found one pair of Aldo boots that fit me.
I ordered some from 6pm.com last year. I think they're a 16" but they might have had wider sizes available. I feel you on the big calf issues. Even after losing weight my calves are big. I'm having a hard time finding skinny jeans that will fit over my calves.
Even when I was a 10/12 I needed wide calve boots. I can't fathom people who can wear a 13" circ boot (which I have seen when browsing for boots).
