We gave our daughter hers on the Christmas after her 2nd birthday. She liked sitting and was able to reach the pedals, but could only ride backwards. She didn't start riding forwards until about six months later.
DS got one for his second birthday. He could peddle at 3. We got one like this:
We have this too. DS2 can't pedal yet but he likes using his feet to push himself around.
We have this one, too. It's not my favorite because the center of gravity is so high. My clumsy son falls off it a lot. We'd like to get him a big wheel because of its wider base and lower center of gravity.
My son is 2 yrs 8 mo and he just figured pedaling out a week or two ago (after trying most of the summer).
We got one of these for DS when he was 18 months and he loves it. First they use it as a ride-on, but it has pedals in the wheels that fold out when they're ready for it.

We have something very similar to this except there is no handle bar for the parents.....but it's about the same height. My daughter is turning 4 in 2 weeks and I think she nailed down peddling and actually moving forward about 6 months ago.
Have you looked into a balance bike? Strider bikes can be used from 18 months and up.

It's never too young...... My little brother was riding around his bicycle at 2.5 with no training wheels, he wouldn't touch his bike at home, but it had training wheels, the bikes at pre school didnt and he rode them everywhere there. Soon as we took th training wheels off his bike, he tore off down the sidewalk.
I got my first motorcycle at 3 (a little Yamaha 4 wheeler)
