The firing of teachers had zilch to do with the race venue. It was more so a hyperbolic "Texas is firing teachers, and giving 25 mil to F1 racing that no one is going to want to watch." In actuality, the F1 stuff was budget neutral, and was never pulling from education $$$. It also turns out that F1 racing looks to be quite popular, seeing as it sold out in the first week of sales.
