Ugh. At a loss. Kids who have everything and this is their second daughter. I have looked at doing something like a personalized pillowcase dress or something, but they end up being more than I want to spend.

I just bought for sisters that are 2 years apart and I did bathing suits and personalized towels. My second choice was art supplies that both could use.

Books. Seriously -- books are the best. Sandra Boynton books are great for that age. Chicka Chicka Boom Boom is also a fun one.
If you really want to get a toy, this one is awesome. It's a little tray with six cupcakes, and each of them is a shape sorter -- you have to match the shapes on the bottom of the cupcakes with the shapes on the "paper." DD got them around 1 year old, and they are still a huge hit. Every kid who comes over loves them. And if they already have them, it won't matter because then they'll just have two trays of cupcakes.
Also a tea set is fun. Her sister almost definitely has one, but one aimed at the younger little girl would be fun. 12 months is a little young to play tea party, but she can have fun with the pieces. DD has this one, and at 12 months she was obsessed with putting the top on the teapot and the sugar bowl -- it was a little difficult for her, but not impossible with her clunky hand eye coordination at that age:

Books are my go to for kids that have everything. I'm never disappointed when my children get a book, even if it's a duplicate. I'm not opposed to giving toys either. I added those cupcakes to my wish list
I don't recommend clothes, but if you go that route, shop for Fall or Winter if you can. My friend has a daughter with a July birthday, and year after year, she gets a ton of summer clothes. By July, the little girl already has a summer wardrobe, so they're kind of a waste. My daughter has a summer birthday, and I KNOW that she's going to get a ton of clothes she won't get to wear much.
