You don't know what people's jobs entail.
There are several of us in the sciences who come here during incubations. No matter how many experiments you have running at once, there will always, always be some dead time while something is incubating that is long enough that you can't just sit there, but not long enough to do anything useful. Have enough of those spread throughout a day, and you look like you're continuously on here, since no one on the board can see that you only pop on for three minutes every half hour.
I would assume that a lot of people's jobs are, if not exactly like this, close enough that it looks the same to a chat board observer. I know that programmers have to wait for code to compile, for example.

I work from home and I'm a video producer/editor. Production often takes hours, so what else am I supposed to do while it's running? I can't do much else.
In my former working life, my main job was to be available to answer phone calls. So, if I had no other work (which was fairly often) I could kill time however I wanted, but I was stuck at my desk.
I would think it depends on tue company's internet policy. We are permitted internet use as long as it doesnt violate policy (porn, drugs, etc) and as long as it doesn't interfere with work getting done.
My job entails setting up experiments that may last 5 hours or more . There is little to do until the experiment is over and it only requires period checking. So no, I don't.

my job is to answer questions for offshore workers who break a particular website you may or may not have used. I usually get that done within the first 3 hrs of my day. After that I just have to be available for random questions, email and promo code testing. It was rare that I had a full 8 hrs of work to do when I was IN the office, now that I work at home it's the same but a different venue (and I can do house crap in my substantial down time).
Honestly, so long as everything is done correctly and on time, no one cares what I do all day...
I don't have work hours. I just have to do my job. Nobody picks up after me if I don't, so I don't really have a choice. So no, I am not stealing time.
Let's all admit in writing that we fuck around on the job so someone can forward it to our bosses.
Or, let's just admit it to make us feel less-than-productive. I guess the science-y lab techs should be cleaning out the bottom of their trash cans or doing other less wasteful things.
I would only have a problem with it if a person wasn't getting their work done because they spent all their time browsing ebay/Craigslist/okcupid. As long as they get their work done it's not a big deal.

No one is full-on productive. Everyone builds breaks in somehow.
Anyway "they" say that the best way to work is twenty-five minutes on a task with a five minute break. Breaks are important.
Engaged to wait. We have busy times and slow times but still need to be here. I am support staff, so if I left and someone needed something, that wouldn't be good.
Me too. Part of my job is just being at the hotel. There are times I really have nothing to do but have to be there in case something goes wrong.
My company stole my youth, it is only fair that I steal time from them
J/K, I run simulations and analysis as a part of my job and it is ridiculous to sit and stare at the computer spitting out numbers all day. My boss usually just tells me to set up the analysis and go home while it is running. I prefer sitting here so I can keep an eye on my analysis, so I can stop and fix it right away if something goes wrong. In the meantime I GBCN my heart away.
My boss is cool with that, as long as my work gets done.
