All of mine suck. They're all baggy in the hips/butt/thighs, but I have lots of trouble finding pants that fit both my waist and lower half. And then I get frustrated and buy the last thing I tried on.
Also, what kind of leg? Wide-leg? Boot cut? Staight-leg? I have no idea. I'm hour-glass shaped. A large hour-glass, lol.
I'm currently sporting a pair of slacks that are the so-called "modern fit" (slimmer through the hip/thigh with a slight flare at the ankle). I like them, they're comfy and thanks to Gap's vanity sizing, they're one size down from what I normally wear!
I am having a similar problem; mine fit through the legs/butt, but are HUGE around my waist. I'm giving in and taking them to a tailor this weekend in hopes of salvaging them without dropping $300-400 on new pants that probably won't fit any better. A tailor might be your best bet.

According to Booby, there is no such thing as work pants anymore. Only leggings! :-)
Kidding. I have a bunch I got on super sale from the Limited. I tend to stick with a boot cut, as they sit a little lower in the hips and I am really short waisted so it helps stave off the mom-jeans look. Also, the little flare at the bottom helps give me a bit of a narrower look by drawing some of the focus away from my giant turkey belly.

I get practically all my work pants from New York &Co. I am only 5'0" and thier petite ones are the only ones I can find that are perfect to wear with heels without hemming. They have a lot of different styles/colors. I typically go with straight or boot cut. I'm not a big fan on wide leg.
I want to say every few months they run a BOGO pants sale. They also send out coupons ALL the time that equate to half off ($100 off $200. $90 off $180). Pants run about $50 but you can get good deals. I was able to get 4 pairs of work pants for $100 just a couple weeks ago.
If you have a very large discrepancy between your waist and hips, you probably aren't going to find pants off the rack that fit perfectly. Like PPs have suggested, buy ones that fit your hips and have the waist taken in. I've gotten that done at my dry cleaners before and it only cost $10.

I actually found some in the juniors section at JCP. They are $14.99 full price and brand is Star City. I bought them in brown, black and grey. They are decent quality and look good with heels.

Do these run true to size?
They run a size too big. If I'm being honest with myself I'm a size 12, but I wear a 10 in these pants. The pants are fantastic. I've never had a pair that I've had to throw away due to wear. I am your typical yo-yo dieter and I only ever buy new ones when the current pairs that I have don't fit.
