Delivered? The mailman (mail person?) always came to our house at 3:30 when I was growing up. At my last apartment it was around 4:30. The mail person seems to come to our current building whenever he feels like it. Sometimes in the morning, sometimes after 6:00.
9:30 usually. If its not here by 10, we have a different carrier and then anytime before noon. This is the earliest I have ever received mail anywhere!

It's not a set time and can be anywhere from 10am to after 5pm. I only know because I'm home most days. If I was working, I'd have no idea unless it was after I was home every evening.

Around noon. All of our delivery people come at the same time depending on their route. I can tell that we're at the end of UPS's route. They come after 5 every time.
Even though I'm home everyday, I don't really know. I usually check it around 4 (this is when I tend to be the most bored during the day) if I remember and there is always mail there. So, sometime before 4pm.
