Try out colored sheers before you move into opaque colored tights. I love American Apparels colored sheer hose.
See, I have this mental block that the tights are supposed to match either the skirt or the shoes. When I have three colors below the waist, I feel like Punky Brewster. I have been working very hard at becoming more fashionable, but putting outfits together is still hard for me because I am really trying to get out of a rut. The more items that I introduce into the mix, the harder it becomes for me. So even doing black skirt, colored tights, black shoes makes getting dressed harder because I'd rather not have to think about that extra item. That and I don't like the way any of my black shoes look with tights.
I am however, quite good with jewelry and scarves. There may be hope for me with the colored tights some day. LOL.
Have you tried black skirt, colored tights, and black shoes?
It's fun, you don't worry about matching different colors, and you don't have to have all manner of colored shoes.
Not that anyone should take fashion advice from someone currently wearing on one foot and on the other.
ETA: You already answered my question. Can I blame my inability to read on my preoccupation with this tragic shoe situation? LOL.
Oh, another one: being perceived as a person who wears the same outfit all the time.
And really, there's nothing wrong with that. My chicest friends wear the same things all the time, and for years, and they look great because they're wearing really great pieces that suit them. They aren't American though. I think it is an American thing to need new new new all the time? Or at least I swear I read that in an article about why French women are way better at being sophisticated than we are.
I didn't think I wore the same thing all the time--I have several things that I mix and match (I usually don't wear the same paired together for several weeks, but I'll wear a cardigan paired with a diff shirt under the next week or so), but then I came into work yesterday and a CW said "look at you in your cute new trendy pants." I was so bummed out--now I'm never going to be able to wear them again. It makes me sad that women are so catty this way.

I bought a few new things recently and I keep getting compliments on them which is nice. They are plain cardigans, button downs, etc but they are pink, purple, red. It is SO obvious I wear too much black and gray. :/
I have had actual hyperventilating panic attacks trying to buy anything that is not my standard jeans and solid t-shirt. Scarves, necklaces, belts, patterns, matching, looking hopelessly outdated, etc. Fashion scares me.
Looking frumpy Wearing things that let people see my belly Bathing suits. I wear them because I love the water, but I wish we could go back to these days:
No!
And you're tiny! You have nothing to complain about.
-Yellows and browns -belts thinner 3 cm -knee high boots because i can't find any that will fit my scrawny calves -low cut shirts because I have no boobs -skinny jeans - looks so uncomfortable -pants that only come down to just past my knees - I call them flood pants lol -shirts with sleeves that go to your elbow - uncomfortable
OK apparently I have more than I thought lol. I'm picky and have a hard time finding clothes that fit perfectly and comfortably without needing alterations.

All of the above. I am fashion challenged but am starting to try to branch out a little more. I am having a hard time branching out at work in 'business casual' attire when my natural style is much more casual. I also work with mostly men so I don't have much to compare to.
I agree with raangoli about the fear of tucking in shirts. I don't know if I have a short torso or what, but I always feel so awkward when I try tucking in shirts.
I also have a fear of tucking in shirts but for the opposite reason (long torso). I am currently trying to get over this fear by wearing a non-black belt which seems to help. My fashionably fabulous hairstylist gave me great advice to just be brave and wear things I think look good even if I second guess myself in the mirror. By lunch time I've usually silenced that voice in my head telling me I look ridiculous and feel like a star...and a lot of times I even get compliments!
I may never get over my skinny-jeans-tucked-into-boots fear. I feel like I look like a hooker. I think flat riding boots may help...is that trend over yet??

Flat riding boots will never be over. This is also the only type of boots I tuck jeans into. My heeled boots are just for skirts and dresses.
