Help! Doxie! Stairs! ahhhhh

I live in an upper unit condo. My little pooch, Lily the hotdog, is so frightened by the steps, there are def quite a few (20ish?) and they are open in between so i think that is what SCARES her, seeing through and thinking she will fall

i can NOT get her to go up or down for anything. Its becoming difficult to always carry her , shes not the lightest anymore  (shes 1 1/2 years old)

any thoughts/ideas? Or am i just doomed to a bad back and will be carrying her forever?

I would carry her. Stairs are hard on a doxie back. If she did fall it could be pretty devastating on her spine, since it is so prone to issues anyway. How big is she? How often does she need to go up/down? Would a backpack help?
