I'm a curvier girl with big boobs and a big ass. Wrap dresses tend to look nice on me because they accentuate my waist. Can you post a pic? If you don't want to no biggie.
I think a basic suit type skirt will work well. Your mom is dead wrong about curvy girls not being able to wear skirts.
I will give you a hint what I do for work clothes on a budget. Stick to one color base (brown or black) so that you don't have to buy a ton of shoes and coordinating shirts. I do black base so all of my pants are either black or gray.
To start with buy 2-3 nice pair of work pants and one nice skirt.
One pair of heels, one pair of flats and a pair of boots.
I have big hips and I try to stick to A-line skirts. They accentuate your waist and flare out a bit so it's very flattering for lots of body types. I pair mine with blazers, cardigans or just wear a button down shirt with them.
I can't believe your mom said that to you! You will look great in a skirt! I would just go to a store and try on different silhouettes of skirts, pencil, a-line, etc. and see what you like!
I do understand the self-conscious part though, I hate my knees. I always look for dressed/skirts that hit just below the knee. Thankfully I'm short, so it's pretty easy.

I don't like that your mom said that. Unless you have tree trunks for legs (and I KNOW you don't) you shouldn't be ashamed to show them off.
I love trouser style pants (not skinny) for work. Maybe a coordinating blazer and then you can mix and match tops for underneath.

Also-what about a just below knee length a-line skirt (that could match the blazer above)? Can you do peplum tops? I didn't think I could but I bought one and it was VERY flattering.

I am raising my eyebrows at your mother. Don't let it hold you back. FWIW, my sister is a size 4 and has refused to wear skirts pretty much her entire adult life because "she has cankles." Body shame is bullshit.

I'm off on the 20th, so I was going to hit up a consignment store (gasp!) I really like, Penny's and probably Lane Bryant. I'll add Lands End to the list too.
I find great stuff at thrift stores ALL.THE.TIME. Just in the last few months alone I've gotten a NWT pair of Michael Kors dress pants ($10), a pair of Kate Spade heels that were very gently used ($10) and a plethora of other awesome things. It really does make me sad that so many people seemingly shun thrift stores. I bet you'll find SO much great stuff if you go, a lot of people are going through their closets this time of year to make room for the new things they've purchased.
Wrap dresses are great for me and I find them to be a bit forgiving. The biggest tip I have is to make sure that the dress or skirt ends around the knee, you don't want the skirt to hit mid calf which is the widest part of your calf. It makes anyone look stumpy.

And also,I always wear tights or hose under my skirts/dresses because I'm self conscious about my legs as well. Wear what you want and fuck the haters.

I have the best luck with dresses that come in right below the boobs (is this A-Line?). Clinton and Stacey taught me to accentuate the smallest part of my body. I also think my legs look better in opaque tights or leggings. Oprah once had an expert on who talked about high boots also creating a smoother line.
