DD is 12 months but still in 9 month clothes. She's about 18 pounds, so pretty little.
She'll turn 2 next January. Would this in a 2T be ok if she follows her growth curve? Or will she be drowning in it? 2T is the smallest size they have otherwise I would buy an 18 month and a 2T and then just sell whatever doesn't fit next winter. $20 is a good price for this, right?

I buy my boys a lot of Lands End. I think it is pretty true to size for pants, but the shirts run a little short. Both boys are tall though, so maybe it's just them. DS2 is tall and lean. He is 2 and wears mostly 2T, although in shirts I often size up and they fit him well. I also usually size up in winter wear. He is wearing DS1's LLBean coat and snowpants in 2T and they are getting a little snug.
That's my long-winded way of saying I think the 2T would be about right. I prefer separate snowpants and coat because they don't wear the pants as often as the coat.
My kid is all around average and I think Lands End stuff runs fairly big. She has some 2T layering shirts she's been wearing for almost a whole year now (they were a gift and big to start with) and nowhere near outgrowing them.
Good news is the quality is great. We've been wearing them forever and still look new.
My main concern would be height. How tall is you DD now?

I'm afraid I'm going to get stuck paying full price next year! I have a feeling she'll be in 18 month stuff next winter but then again what if 24mo/2T fits her better. Living in Minnesota I want quality winter gear but would love to buy it on clearance and not pay $$$$ for it!

Yes I would get her a coat, separate snow pants, and then a one piece suit like this for daycare.

I had good luck at consignment stores and sales this year. DD has a snowsuit for daycare, another one for home, and a third backup one in my car in case we get stuck or in an accident, and I paid about $60 total at the fall consignment sales and a consignment store. Our consignment stores have winter gear events with an entire tent full of gear in the fall, so I'm pretty confident that I'll be able to find good stuff next year, too.
