Right now, I only have drug store brands. I don't really use any serious products. Routine now is to wash with Neutrogena grapefruit cleanser, dab on some Oil of Olay lotion, little bit of powder and blush, heavier-ish eye makeup, and maybe lipstick. I have been doing this for as long as I can remember.
If I wanted to step things up - nicer stuff, updated look, etc - where should I start?
FWIW, I have fair skin, green eyes, brown hair, glasses. I stick to blue, gray, silver, and purple shades. Orange/yellow/green/gold makeup has always made me look sickly.
Also I love bold lipstick on other people, but it scares me and I have no idea how to pull it off, so if you can tell me how to do it, I'd be grateful.

If you want to try a bold lip, but use very light eyes--I will do a swipe of nude with a substantial liner.
Make sure you line your lips with dark colors--just pick a liner about the same color as your lipstick. Fill in your lip and put the lipstick on top. You can add gloss on top, but that may be overwhelming, so just play around with colors and gloss or none:)

It seems like I have similar coloring (light/medium brown hair with cool/ash undertones, pink toned fair skin, green eyes) and Naked 2 and 3 work really well for me.
I am like you, trying to up my makeup game. I bought the Naked Palette two years ago and then thought how the heck do I use this? So I turned to youtube and the makeup tutorials there have helped a ton. I started searching about that specific product, but I have certainly watched many others. I really like "beauty broadcast." She is a former on air tv news reporter and seems knowledgeable and less intimidating than others. So many videos are made by heavy-handed, teenage girls. I think I got the rec here and thought that I'd pass it along!

Maybe start by finding some looks you like? You may want to look for women who have eyes and lips that are like yours. Coloring too if possible. For example, I have have deep-set, hooded eyelids and very full lips which both present unique make up challenges.
If it's in your budget, and you are inept like I am when it comes to makeup, consider hiring a local makeup artist to give you an in-person tutorial. When I was ready for a new look, I hired the makeup artist I had used for my wedding. She came out to my house, used my preferred brand of makeup, and gave me a lesson. She also left me an illustration showing all the makeup she used and how she used it. The cost was $125 + tip. Obviously YMMV regarding price, and presumably going to the makeup artist will cost less than having him/her come to you, but you might be pleasantly surprised if you call around to some local makeup artists and ask their price.
