I am generally against it, but will do it sometimes in my work cube, which is semi open.
If you are doing it just because, I think that is different that doing it because you broke a nail and it has jaged edges. If I don't file that, I will chew on it, which is more gross.
Doesn't bother me. Sometimes you just have to. A liitle nick in my nail will drive me absolutely insane until I can fix it. If I don't have a file I'll be trying to file it against my jeans, seat fabric, a brick wall...
On an airplane is gross. Everyone gets to breathe in your nail dust. If you just have to fix a snag it is fine but full on filing away = gross and I am someone who files all the time but only at home or in my car. I cant stand having any snags etc.
I'm not sure I think it's gross, but definitely weird that someone is doing that on an airplane IMO. It's kind of like plucking your eyebrows or other personal care beyond putting on lip gloss or something.
ETA: Clearly I don't take very good care of my nails. Maybe I should file them more often??
there is a lady who, i swear, saves her nail filing/trimming for church every week. EVERY WEEK. i'm guessing it's just a fidgety habit, but the little *clip*clip*clip*file*file*file*clip*clip* noises drive me insane.

Regular filing prevents breakage. You get tiny rough edges with every day use and filing helps keep them smooth so they break less often.
Not cutting/trimming nails, but using an emery board for file them.
Someone on FB was complaining about how VILE it was that someone was doing it on an airplane.

I find it pretty much the most disgusting vile thing that can be done in public. I just picture breathing in their nail dust. I glare daggers at public nail filers. I'm fair, though, as I do the same thing to public nail clippers.
I admit I'm completely irrational about this. I'll give a pass if it's obvious someone is filing down a tear, but public is not the time for your general grooming tasks.

I have filed a nail on a plane when I get one of those funky snags in my nail. Those drive me batty, and they catch on my yarn when I'm trying to knit. People seem to react more to the knitting than to the filing, so I'm guessing it's not horrendous that I do this.
I don't find this the slightest bit gross. I don't know if I've ever filed my nails on a plane or someplace super public, but I do it regularly at my desk if I have a few minutes. The only place I think I would draw the line is at a restaurant - but honestly, I probably wouldn't even notice if someone else did it.
I have a thing with nails though. Fake nails, long finger nails, long TOE nails, French manicured toes = ALL gross to me.
Cutting them is gross and filing is less gross but I imagine breathing in your nasty nail dust in a confined space? vom. The sound of clippers and files bother me too.
If it was my seatmate on an airplane, yes gross. The sound really bothers me for some reason, and the nail dust would be floating around... If it is someone not RIGHT next to me, it would probably not bother me though.
