Not surprised. Won't go into why I'm not surprised, but no, not surprised at all. I will say though that they totally lost me when they tried to claim that Silvio Berlusconi is representative of Italian culture, or well, representative of anyone but himself. That'd be like trying to claim that Anthony Weiner is representative of American culture. Err, no, they're representative of no one but dirty old politicians.
Not at all surprised by France. Our company has a very large number of French employees, and I've lost count of the number of married Frenchmen who have propositioned me. Far more than every other nationality combined.
And I've had senior managers make legitimate analogies in business discussions along the lines of "Well, it's like when you have your wife, and then you have something else on the side." No! That is not an appropriate analogy for this engineering feature!
As for Norway, I really have no idea, because I don't really hear much about it. People tend to wait quite a while before marrying to begin with, so maybe that factors into it? At any rate, I would expect it to be fairly evenly divided between the sexes, because it's very gender neutral, and women tend to be quite forward about sex.
Spaniards weren't even polled, were they? I get the feeling they'd take the cake.
I mean, this is the country where I no longer blink when saying "Turn right at the brothel..." when giving directions. "Yes, Mom, that's a 'strip club.'"
Doesn't surprise me. It seems much more "acceptable" in those cultures.
Though I agree with lolo, the numbers aren't very different. I bet the US would rank up there pretty high as well. We just hide it more, which I think is worse.
Not surprised at all. There is an old saying "aller aux putes" basically wives telling their men to go see prostitutes to get their needs met. One of my colleague's husband goes with other women all the time. She cares and is hurt, but will never leave him. It's really sad.

Would it be socially acceptable for her to do the same? I find the number of brothels her staggering but it is rare to hear about straight male prostitutes or women cheating...

I have no idea. She wouldn't though she is too much in love with him.
Some of our friends have had their serious girlfriends cheat on them, get pregnant from an affair etc... however of the people I know who this has happened to, they left their GF.
I also know 3 women who have gotten pregnant by their married lovers. All 3 kept their babies and the fathers want nothing to do with the children because they are married already and have families.
These type of family values sicken me, both the men cheating and the mistresses who know their boyfriends are married. It's just so strange that it is so common here, no big deal and pretty out in the open.
Under a certain point of view I am not surprised, especially when it is men cheating. I think it has to do with the objectification of women in Italy. For the last twenty years the signs that women are essentially objects in that culture have continued to appear and increase. Culminating in the appalling person of Silvio Berlusconi and his clique. I don't think I would have ever become so aware of this cultural flaw had I not left and immersed myself in a completely different culture.
On the other hand I am surprised in the sense that I find the average Italian man to be in rather bad shape, physically under-developed, prematurely aging, balding, with precarious health and so on... I find it interesting that they find one partner, let alone multiple ones.

I always think this about middle-aged Spanish men (in general, obviously not every single one). I think that Spanish women around my age (late 30s/early 40s) are much more attractive than Spanish men of the same age, but it's the Spanish men who are out having all the affairs.
ETA: Javier Bardem and Penelope Cruz are both equally hot. I am not talking about them.
