Shorts are fine, I liked rompers as well, because they didn't ride up and were only one piece. If you are somewhere like a pool that has a rough surface you can use a pair of babylegs around here knees, or a family at the pool cut the toes off of a pair of socks and used those as knee pads.
I used them around the house once in awhile but never sent her to daycare in them so as a result I only owned a few pairs.
Honestly I prefer capri leggings even now with a 2.5 year old since she is running around outside and playing/falling down in mulch. I had a bunch of these the summer she was a crawler.

DS wore shorts all summer when he crawled. His knees never got scratched but he either crawled indoors or on artificial turf or grass so no way to really scratch up. But babies knees aren't the same as ours. They have a squishy layer that helps pad them
Shorts are fine. DD was a knee walker last summer and wore shorts or dresses most days. Her knees were insanely calloused, but she had no issue crawling or knee walking on any surface.
DD was a crawler last summer and I just couldn't commit to shorts -- her poor little knees were just so red and I couldn't handle it. So we did capris all summer long......

Well, she is tall and skinny, so I guess they were really just leggings one size too small (in terms of length, but not too small in the waist).
I didn't really like shorts when DD was crawling only because they seemed to not stay in place very well and would sort of sag. She's very slim, though. I preferred one-pieces or bloomers (basically shorts but with elastic at the top and bottom so they stayed in place better for some reason).
