i have ordered a couple prints from etsy, and been very happy with those. I like to check out our local art fair as well! I think you can find something you like without going broke. Now custom framing adds to the total cost, so standard sized prints can help with that.
I'm going to watch this. I want to new art, too. So far, I've DIYed most out stuff, and decorated with pictures of my kiddos or used mass production things from Target. It's worked out fine, but now I think it's time to have at least a few nicer pieces. I'm specifically looking for something large to put over my fireplace.
I like looking at Ballard, Z galleries, Etsy, Gardin Road, Pottery barn and Minted. They have some great stuff, but nothing has spoken to me in my size and price range. I would really like one of the big horse paintings from Ballard, but I can't make myself spend that kind of cash just yet.
I differentiate between art and wall decor because I come from a family of artists and am a little snobby about this. But I'm not so snobby that I don't have a couple posters hanging prominently in my home. I have a retro New Jersey Shore poster in my powder room because it reminds me of being a kid. My office has a reproduction London Transport poster and a travel poster from Wissembourg that features a friend's half timbered house on it. I have a Whitney poster from a day DH and I enjoyed in New York in my hall.
My art pieces came from various places. I bought a few from the artist or a gallery- I have oils, watercolors, some signed prints, and a couple watercolors. The local community college does an art show/sale that has some incredible stuff available at reasonable prices. IMHO, there's always a place for art- I have one piece that has hung in 2 of my grandparents' homes, 7 of my parents' houses and is now with me. I bought one of their houses and it's back here now. I also don't tend to reframe things unless I feel the original frame is poor quality or doesn't suit the piece.
I've inherited one painting and will likely get more if I outlive my parents and aunts. I have also been given a few pieces by friends and my mother who are serious hobbyists. I have a few framed pieces DS did in school that appeal to me.
I'm not above hanging stuff on the walls to entertain myself. I have needlepoints, old postcards, sheet music, tiles; I have a big wooden Mr. Peanut sign from the Cape May Boardwalk.
We do have a few things we've picked up at art shows or fairs over the years. We have a few maps. I have some small prints in my office that I got in college (all John Waterhouse and similar styles).
We have some wedding photos and family stuff. We have a drawing of us a friend made.
For the living room/dining room, I knew I wanted a fancy mirror, something about wine, a map, and then whatever. We have a circular bronze mirror that's going in the dining room, 2 prints from art.com, a wine print from Cost Plus World Market, a large retro world map from Cost Plus World Market, and, mot recently, a large picture of the boat houses on the Schuylkill River from Ikea, of all places. I like having something with local flavor (we also have a painting of Los Angeles City Hall that we bought when we lived there).

Some are photographs I've taken and had blown up. Some were gifts from MIL (she's an artist). We've inherited some. Some are ACTUAL art we've purchased (a couple lithos and an oil).
Wall decor - well, I've got vintage linens on the wall in the kitchen and several mirrors that just need to be hung.
Then I have a canvas painting that I did in HS framed. I also bought 5 sepia toned prints from the state historical society. They are mainly of nearby rock formations from a famous area photographer. I designed them to fit around an oddly placed TV and had them fit to custom sizes with matching tones. They were really reasonably priced because they print them in house.
ETA: Whoa sorry for the huge pictures! They should be fixed now.

I really like the Lady in water and I've had it in my Etsy cart for almost a month. I just haven't pulled the trigger yet. How is the quality of the print? Are you happy with it?
We have lots of Art . We have bought most of it at galleries (mostly originals). We have also gotten stuff at the very big Arts festival that's here every summer, etsy, from street artists on vacation, as gifts, in vintage furniture stores, etc.
We have prints, mirrors, a large wall clock, etc. from Z Gallerie, Kirkland's and Home Goods. We also have a few pieces from street artists acquired on trips. Also in the mix is a painting that MIL did, gallery wall of family photos, posters from art.com, and some prints from a flea market.

I also have "wall decor" and not art (I have a minor in art). I'm probably in my forever-home (or as far as I can plan it anyways) but I have small children who like to throw things and be generally destructive so I'm not buying any nice art. However, for wall decor, I like to go to places like Gordman's, Target, etc. I thrift a lot and I have a wall full of various canvases (some that I just slapped some paint on or my kiddo painted), wooden word art, etc. that I have bought at the combo of the two retail stores and thrift stores.
Eventually, I'll replace a lot of stuff with real art. For now, with my PBR budget, my champagne taste is gonna have to wait.
I have got baskets on the wall in the dining room and few larger framed prints from Home Goods and Z Gallerie. Other than that our other "art" and decor are things I've picked up on various vacations. I love looking at them and being reminded of that trip, and I love knowing most of them are handmade or custom pieces so no one else has them.

I don't have the print with me anymore since it's with the framing place...I was hoping to get it back soon before I responded but they called and said there was a delay in getting all of the mat board. From what I remember the print was a good quality (fine dots). I ordered the 12x16 size and the paper was thinner than I expected (the other bird prints I ordered were a stiffer, thicker paper) but once it's framed that shouldn't matter. I think with the heavy brush strokes of this painting it would look so much better printed on canvas but that isn't an option on her site. The print is a nice enough quality that you can see each brush stroke. I like the print and goes well in the room so it was worth the $38 (looks like she raised her prices since I purchased this) to me. I can try to take a picture once it's back and framed if you'd like.
