Him: I can get VIP tickets for any concert at XYZ stadium so let me know if you ever want to go. If you are interested in going to see Joe Schmo* on Sunday night let me know.
(He previously told me he is going to see Joe Schmo on Sunday)
Me: Joe Schmo sounds great, I'd love to go on Sunday
Him: Great
So... my question is... is he getting tickets for me to use? Or am I going with him?

I figured I would get that response and I did think about it. BUT if he is asking me to go with him and I say something to the effect of... are you getting tickets for me or are you asking me to go with you? I think it might come across as rude. IDK
Just ask him. Don't "decode" anything. I mean, it sounds to me like he invited you, but seriously, if you don't know, just ask him. I'm he will be happier to know that you know exactly what is going on so there isn't any confusion.
Ask him directly. Nothing to decode. Something like " how much are the tickets?". His answer should tell you one way or another and you won't sound rude!
OK in this case ask him who is he going with or does he mind if you join him?
Is it a guy you're dating? A friend?
It's kind of confusing who he is... I work with him but he contacted me on a dating website. I've never met him though but he emailed me to ask me if I work here and tell me that he saw me yesterday.
Ok, based on that, I'd say send an email/text that says "I'm really sorry, but I'm confused...are you inviting me as your guest or are you giving me the tickets to use with a friend? Blame in on the blonde hair "
