I have felt judged about this. Took M to his 3wk check-up wearing a sleeper and someone at the doctor's office commented pointedly about his "pajamas". I was in the nervous and insecure new mom stage, so of course I took it way too personally and made sure he had "real" clothes whenever we went out from then on.

Definitely no. But my MIL does. She asked H "what size are they wearing? B never seem to be in clothes, so I'll buy him some." Lol. Right. Because he's totally just hanging out in a diaper.
No, but DD only wears sleepers to bed because I am continuing to fool myself into thinking that dressing her in "regular" clothes helps her differentiate between day and night sleep.
I think crawling aged babies look really cute in "grown up clothes" so I dressed mine that way, but I certainly wouldn't judge someone for putting theirs in a sleeper. The only kid clothes I've judged belong to a former bumpie.
If I were a tiny baby, I'd sure as hell want to be in a footed sleeper all day.
I kept my boys in pjs round the clock for the first few months. My older babies usually wore regular clothes but that's because I'm a shopaholic and like to buy them cute clothes. I don't judge - that's for sure.

My sister weirdly judges this. I am not sure her judging is directed outward but she definitely is all "I like to get my baby dressed for the day".
I do usually put ds in clothes because I have a ton of baby clothes so I like to rotate. However, every Saturday we go to breakfast and to run errands and not only is he in a footed sleeper it usually has been on him for a good 16 hours. Judge away people.
My kid is over a year and a half and I still take her to daycare in PJs. The daycare provider suggested it. I send regular clothes in her bag. Sometimes she comes back in regular clothes and other times she's still in her PJs. We've taken her out to stores recently while she was in PJs. She's covered. So what. The other day we cut off the feet on one of her sleepers because she had grown out of them so I sent her in the "pirate" PJs and some socks and shoes. It looks funny cute.
I definitely do not judge a baby wearing a sleeper in public. Wes is 4 months and goes to daycare in a sleeper at least a few times a week. When baby starts scooting, crawling, etc. you want something that doesn't ride up their stomach and covers their knees.
