I live in the area. Traffic is going to suck at that time. I HIGHLY recommend taking the hardy toll road (if your rental has a toll tag) once you pass through down town.
Can you pay cash? Our toll roads give you the option of either...will have to ask about a tag when we pick up our car
Not on the Hardy toll road. I think most rental cars around here to come with a tag, just be sure to ask. The hardy toll road runs from just north of downtown all of the wall to the woodlands. It runs parallel to 45.

Also, google :"houston chron traffic" and you can see a live traffic map of all the freeways (its color coded). Its VERY helpful when trying to cross town in rush hour

It's a straight shot up 45 from Hobby to The Woodlands. You won't really have the opportunity to get on a toll road.
Traffic will suck majorly but you'll get through it.
ETA: you could jump over to the Hardy once you get through downtown if traffic on 45 is truly horrible. They do take cash at the toll booths according to their website.
I was going to suggest with traffic... If you land at 4, after you get your rental and luggage, you'll probably be looking at 5pm-ish. If you can make it to an eatery and stretch out your dinner, hopefully you'll be looking at a more manageable traffic time. When I first moved to Houston area I lived in The Woodlands and commuted from almost Katy each day. If I would jump on 45 around 6:30-7 it was significantly better than between 4-6:30. Still not great, but better...
