If a tank rides up really bad when you run, does that mean it's too small? I have a couple of tanks that bunch up/ride up horribly when I run. Do I just need something a little looser?
Probably either too small or just not the right cut for you. I get that sometimes with tri tanks that are too long. They might fit my waist, but then they continue at the same width, for someone with a longer torso than me. Then the tank hits my hips, isn't really wide enough, doesn't go (or stay) over them, and rides up.
I usually buy looser running tanks w/o a bra, and wear with a separate sports bra. It avoids the issue better. For tri tanks where I really have to do the one-piece thing, I have strong feelings on brand and cut.

They ride up when they are too long, because my butt and hips are pretty big in comparison to my waist. If I get bigger ones they are too baggy and almost obnoxiously so. So yeah, I feel ya.
