Are you making them yourself? I would make 72 cupcakes and 3 batches of each type of cookie. 3rd cookie, I would make sugar cookies to match your theme.

I'd go with about 50 cupcakes (if they're big ones) If you're making mini cupcakes I might make about 75ish.
20 of each flavor cookie. I'd also go with a sugar cookie. If you have the time you could make fun cut-out sugar cookies and decorate them. Snickerdoodles are also AMAZING.
If there are any other desserts being made I would make less of each.
You can't invite 60 people and not have at least 60 cupcakes. Period. The cookies, you can go lighter on. You do not need to make enough cookies so that each guest gets at least one of each flavor cookie.

Is she opening gifts from 60 people?? I would definitely send my regrets to that but I am kind of a bitch and hate the present opening.
Also, I don't know how many to make I always make way too much of everything. What about peanut butter cookies as the third I love peanut butter cookies!
At this point I'd say focus on getting the cupcakes done (you are definitely going to need at least 60 and the extra 12 leave room for error) and pick up the cookies from the bakery section of costco/sams/bjs. I could have given you a better game plan a week ago. :/
