This is behind my house so IDK if it even matters. But we have a line of bushes in a bed directly against the house outlined with bricks, maybe 3 feet wide by 30-ish feet long. I was thinking about turning it into a veg/herb garden. Do you think that would hurt my resale value?

I think this is your answer. You have to live in it and enjoy it while it's yours. It wouldn't be hard (or expensive) to pop a few boxwoods or azaleas in there when you go to sell.
The shit I have in containers right now in greater quantities, plus other stuff. I'd definitely grow eggplant, for example, but I don't feel like it in containers.

Would a few bushes really make that big a difference? I'm guessing it makes more sense in terms of resale value to put your garden there and keep the rest of your yard intact.
Do what you want. When you go to sell, ask you realtor about it and make adjustments as necessary.

I think you can go ahead and plant your garden. I don't even know that I'd re-landscape it before I went to sell...at least not before consulting with a realtor. In our house search I have seen a lot of raised beds, fenced in gardens, etc. and not thought twice about it.
Question, are you going to get enough sun with the bed being so close to the house?
This is Georgia, honey. There aren't many places that qualify as part sun in my experience. Hell, even right up under my magnolia tree is too much sun for the impatients I had last year.
