how is the harry potter ride? he's not tall enough for the big one, about 1-2 inches short of the requirement, but is there other harry potter things for him to do/see?

I think thats too young. most of the cool things are geared toward 10+, for that age I would go to Disney.
At Harry Potter The main ride is awesome, they also have to smaller roller coasters I'm sure he would be too small for. The only other thing is the wand shop, and I wouldn't go just for that.

We're going in November, but the main reason is because my husband and I have been dying to go to WWoHP. My kids are younger, but there is also a Dr. Seuss part and a superhero part. My son is really into the idea of Harry Potter (but obviously he's too little to watch the movies, read, etc.) so he's very excited. I don't expect him to meet any ride requirements, but he'll be thrilled with a wand.
