Who can I call?

There is a dog in my neighborhood that has been locked in a kennel at least overnight. We have gone to check on it multiple times & it's sitting in feces. No one is home. We have called the animal shelter, SPCA & PMO (military police) and no one will help. The animal shelter said they would send someone but never did, PMO can't help unless the dog has bitten someone & there was no answer at the SPCA.

What do we do? Who can we call?

I would call the animal shelter again. is there a local police department? or just military police if you are on a post? if all else fails, I'd call the local news and get the story out. That will make someone get over there. And then if I had to (though I'm sure there are legal repercussions) I'd bust the dog out. please keep us posted. poor pup.

Local law enforcement can't do anything on base. We called the military police again & they said they would send someone since we told them the dog was hurt (not sure that it was), but the owners came home. We will be going to our housing office Monday morning to file an official complaint against the owners. I have also left messages with the base animal shelter to file a complaint. I'm glad that the dog is inside & safe for the moment. So sad. Thanks for the ideas.

ETA: We were calling the AC repeatedly, but they were closed & didn't give a 24 hour number.

Good idea to file a complaint with the housing. I want to throat punch people who are irresponsible pet owners. grrr.

If it happens again take pictures to show the authorities.
