Update his resume on linked in, with the job title of a job he is pursuing. He will get head hunters emailing him. Also join associations on there that are relevant to his field.
Also, maybe try going to a headhunter.
Go on to big company websites and search their careers section, not just monster/career builder. It doesn't have to be just accounting firms, many companies have in house accountants as well.

To add to this, he should start adding people to his network from companies in his field so the recruiters will be able to find him in their network easier.
Edit: LinkedIn network. When you increase your network, these head hunters can find you easier.

Ditto spankswife. My DH is also an accountant and whenever he is looking for a new job he uses a headhunter (he's even used two at a time).
Prayers for your BIL. I understand his frustration. DH started looking for a new job (which was also a step up from accountant to senior accountant) when we got back from our honeymoon...it took him 8 months to find something that had a decent work-life balance (at least it seemed to at the time...in hindsight it was a nightmare), good pay, good benefits, and closer to home. When he looked this last time (when we relocated to our new home/city) it took about 3 months, although with much less interviewing and opportunities. He did end up taking a pay cut but it was necessary and not as much of a cut as he could have taken (he was making a lot more because COL was higher where we were).
Thank you for some good ideas! He is adamantely opposed to head hunters but I'm going to insist he give them a try. He doesn't have time to be picky with a family to feed.
I will also see how his linked-in looks. Thankfully his resume is pretty decent.

GREAT example....
I was called a Talent Acquisition Rep at my last company. That really means "Recruiter." He'll want to make it obvious that he's an Accountant on his title.
Also, some people put down "Seeking New Opportunity as...." I have mixed feelings when I see that. I think it does the job though. If he puts something down like that, he'll want to make sure he has text in the body of his current position description that states he's being downsized/laid off/however he wants to phrase it.

On Linkedin (professional networking site), my title is "Accounting Manager" so I always get random jobs for "accounting manager" positions, as well as recruiters emailing me about available positions with that title.
So if right now his says "accountant" but really he wants to be a "controller" he should update it to "controller" so that the ads are more relevant.
