This is definitely someone with way too much time on their hands. I skimmed through but it seems like the conclusion is these celebrities most likely tipped in cash. If they didn't tip at all, I'm sure we'll be hearing it from the cab drivers soon enough.
Some of them tipped odd amounts though. Like the 3.62 tip. I always just round to make accounting easier, lol.
Most cabs I've been in recently have an option to select something like 15, 18, or 20% as the tip so they might just be hitting that as the tip amount if they're paying with a credit card.

In New York I think the buttons are 20/25/30% but yes -- that's probably what's going on there.
Even on a cash fare, my tip amounts are not nice round numbers. Like, if the fare is $5.40, I'll give $7 which means the tip is $1.60. If the fare is $5.70, I'll still give $7 and my tip will be $1.30. There's an unspoken rule that you never give a cabbie coins, so...

Speaking of the automatic tip buttons, the hotel I usually stay at in NYC has apparently discontinued room service. If I want, I can order from the restaurant in the lobby, but I have to go down and pick it up myself (like takeout). Which totally defeats the purpose of room service. But whatever, I was starving the other night, so I ordered, went down the 15 floors and got my food from the restaurant. I was pretty shocked that they added an 18% gratuity to this the same way actual room service used to do. Am I nuts that this is out of line?
