Most babies will be able to wear NB size at least for a few days. Of my three kids, Alex is the only one who never wore it. The others did for a week or two.
I had to have my mom go out and buy NB stuff for C, who was 9 1/2 pounds at birth. I personally like their clothes to fit more snug rather than swimming. And she wore that stuff for over a month.

DD weighed 10lbs 3oz and was over 22" long. Most newborn stuff didn't fit her or only fit her for a couple weeks. I would rather have something they can wear for awhile and wanted a little looser fit on thigs rather than snug.
