Yes, I'd let him moan. Do you have a video monitor? If so, you could probably see that he's still sleeping - DD makes a lot of noise while sleeping.
No video monitor. He starts to moan, but it gets progressively louder and closer together, and then he eventually cries. It's easier to get him when he first starts, otherwise I end up being awake longer then I want to.

Ah ok. If you'd prefer to do some form of CIO I'd start with progressive checks (3 min, then 5, then 7 etc.). If the checks rile him up too much, perhaps others have suggestions.
I would at least wait until full-blown crying to start timing though.

DD has been moaning more and more early in the morning. It's 4:30 now and she's been doing it on and off for the past hour. I let it go since I've noticed a pattern that she will stop and go back to sleep. I don't even think she is really awake-just shifting around/making noise.

This is why I still go into DS2's room to give him a paci pretty soon after his first fuss. I know I can quickly crawl out of bed, go to his room, give him the paci, and be back asleep in less than one minute. If I let him cry, he might fall asleep in 5-10 minutes, but I'll be up for hours. I don't get enough sleep as it is, if doing that helps ME sleep, then for right now, I'm ok with it.
