I think if you plant a bunch of pretty, flowering, big bushes along the front and side, it will make a huge difference as far as curb appeal.
Maybe paint the whole house a different color, too? I would probably change the railing on the steps to white like the fence and the house next to it.... maybe extend the fence along the side with the driveway, too?
I also think if your budget was unlimited, you could give the whole front of the house a facelift. My southern living magazine does a house like that every month it seems.

I agree with eclaires. Some pretty shrubs would make a huge difference as well as painting and changing out the railing. Maybe even make it a covered entry? There is definite potential here.
If unlimited budget - I would move the entryway, add a porch, move the windows (they don't seem to be centered?) and add a ton of landscaping. Could also change the siding.

It looks like it was once a pretty Victorian, but now has been drabbed up with vinyl windows and siding.
So...
New windows. NO WHITE VINYL WINDOWS. Preferably wood windows. Maybe add a bay. New siding. Something paintable. Gingerbread trim. Lots of gingerbread. And trim around the windows. Get rid of the cement stairs and entryway (new door) and put on a porch. If money is truly no object, add a gazebo-e-thingy...
shutters would make a difference too I think - if we're talking budget friendly.
My parents house is Victorian style and they have a gorgeous gazebo and lots of Victorian trim... maybe you could extend the entry way and make a full porch on the front that is covered? That might not be too expensive, either...I mean, expensive, but not unattainable.
Also, is it the right type of house to add some of these kinds of details to the roof line?
It's exactly the type of house that once had gingerbread moldings like that... and they were probably ripped off to put on boring gutters and vinyl siding.
This is the only pic I can find that includes part of my parents' house (excuse their cheesing - they are walking down the "aisle" for my brother's wedding that was on their property).
The left edge of the picture is the beginning of the gazebo that pops out and above that is the bay window that is/was my room growing up.
Seriously, this one could serve as a simple inspiration pic. I think that's pretty attainable.

SBP - For the price you're talking about, defintely make an offer. I think you could make a lot of these suggestions for a pretty attainable deal, specially if you are getting it for half the property value.

Great interior. You're right about the kitchen. But that bathroom! I looooooove it. Love. They kept the miles of Victorian tile, and added a glass shower... nice.
Unlimited budget and no full porch - I'd do something like this to the front door (minus the porch), put in a bay window (like this picture), then do some foundation plantings and maybe a stone/brick walk, perhaps with a curve to make it interesting.
