My bulldog has always had a lot of issues. When she was about 2 the hair started falling out on her sides so she has bald spots on both sides of her belly. Tested for everything and it came back normal so she's just been bald.
The last few weeks she's been developing scabs on areas with hair. When the scabs come off the hair comes with it. Vet tested for mange, negative. Positive test for bacteria so he thought she had a bacteria infection. She's been on antibiotics and we have a topical solution to put on her scabs. New scabs are still appearing so this isn't working. She has a follow up appointment on Friday so I assume more tests but I'm worried. She's 8 now and never been in good health, I'm worried this is something really serious.
Aww, poor girl. Bulldogs are truly a genetic mess, love them to bits, but, seriously. Skin problems are so common with them- and some skin problems are really tough to diagnose, particularly if they're a complex allergen issue.
What is she eating? An upgrade in food doesn't solve everything, but, we have had an awful lot of skin issues come through our home with dachshund fosters, and so many of them were light-years better with a better diet (some of these dogs came to us with truly awful, I'm talking one dog that only ate Oreos, diets, though).
Try to keep the scabs clean (baby wipes- unscented, gentle type work great) and moisturized. I hope you're able to fix her up- she's darling!

Both dogs are on Blue Wilderness grain free duck dry food. they've been on it for years (only thing that regulates their GI systems well). We did recently move here and there are squirrels everywhere. I wonder if they passed something weird to her?
