If I am not really a runner and want to start taking power walks- does the brand of jogging stroller really matter? I have been looking on CL and finding some for as little as $25.
I am trying to get back into shape and figure when I drop DD1 (4) at preschool DD2(1) and I can walk.

Well, it probably matters in that different strollers feel different. I have a Bob and I love it, but it is a pain to fold (and not small). It just depends what you are looking for. Also, not all three wheeled strollers are for jogging. Many Baby Jogger brand strollers should not be used for jogging, but if you aren't ever going to run with it that won't matter.
Just try out a bunch and get the one you like best.
I love my Chariot Cougar, but it's expensive. It can be used for jogging/running, biking, hiking, strolling and skiing with different attachments. It was absolutely worth it for us because we don't own a car. However, it is not small by any means, although it can fold flat if you remove the wheels.

We have a baby jogger city elite. It has a swivel front wheel, which you can lock in place. The main thing I love about it is the huge sun shade.
The cheaper ones tend to have crappy canopies, and often don't have swivel front wheels. They also are sometimes be and heavy and a pain to fold, which is fine if you are just going to park it in your garage for walks around the neighborhood. All in all, I would buy a 25$ one, try it for a month, and figure out what you like and dislike about it. Then resell it for 25$, and spend a little more if you want.
I have Jeep Jogging Stroller that I got used for $75. It works great. Granted I don't run too often with DS anymore.
If you're just going to be doing power walking, then I wouldn't shell out more than $100 for a used one. You should be fine. You might check some online reviews before you buy.
I have a Bumbleride Indie Twin which I love. It was expensive but I've used it every day for several summers. We've definitely gotten our money's worth out of it.
