That comes out pretty easily. Run a warm bath and let her get her hair wet for a bit. It'll soften and you can comb it out after putting conditioner on her hair. Then finish with a shampoo.
a friend of mine in high school used elmer's glue to dreadlock her hair. she said it washed out with warm water and patience.
and my nephew once covered himself and his room (floor, walls, tv, bedding) in shaving cream. my sister was laughing so hard she couldn't really be mad.
I once let a friend try to mohawk my hair in high school with elmer's glue. It washed out in hot water and a lot scrubbing. I don't recommend doing it on purpose but it does come out!

Confession: I carry a glue stick in my bag for various reasons, but one of them is to make my hair behave when it's being lame. It works, but there is a technique to it.
