Any ideas what the black line means? Clearance? Bought at a different store? My daughter received several items from justice for Christmas, which are a size to 2 sizes too small.
Not on the best terms with the gifter, so I'd rather not ask for a receipt. (I've asked other times, they never have them. They just ask for the item back.)
The gifter always removes the sales tag, so I don't know if I can even take it to the store.
Each item has a black line through the Justice tag.
I'm likely going to give these to Someone else that can use them, but I feel bad that my kid misses out (again) because the size is wrong.
Edited because I haven't had enough caffeine today.

Yup, definitely from an outlet/clearance place. The line drawn is to prevent you from taking back to the regular Justice store for credit or exchange. I'd just donate and move on.
If this is a habit with this person, I'd withhold any future gifts until you can ascertain whether or not they're the right size. Because lol. Does this person even ever ask what her size is?
Nope, she doesn't ask. It is a habit, but even in the past (when the grown ups would exchange, and I'd receive the wrong size, she'd do the same thing). Last year her husband did the shopping, so at least the gifts weren't clothes.
I'mgoing to guess that the other items (lots of Princess stuff that seems a bit outdated) must have come from an outlet as well. Which is totally fine - it's usable - but a little young for my daughter.
I'm NOT anti-outlet, lol. . I wouldn't make the same purchases, most likely, but if I was buying "seconds" I'd probably at least want to get the right size.
It's not like she doesn't understand kids, she has three - two are around my daughters age, and one is a few years younger.
I buy stuff from outlet stores all the time, and my clothing tags never have a black line through them.
Returns and exchanges are also allowed (with sales tags, of course).
Black lines used to be more common than it is nowadays, back when outlets tended to sell last season/overrun/slightly imperfect items. Nowadays, outlets for bigger brands are more likely to sell lower quality made-for-outlet items that were never sold in retail stores (and that have their own special tags that would indicate to someone knowledgeable about the brand that those were made-for-outlet items rather than retail items). Black line indicates to me that the item was originally made for the retail store but was purchased from an outlet or another off-price store.
And yes, many outlets accept returns, but many don't. Those that do accept returns tend to have stricter policies than the retail stores do -- shorter return periods, returns for store credit only, etc. Also, they almost always can only be returned to the outlets, and if you don't live near an outlet center, it can be a PITA to return the item within the return window.
I know Target donates last season's clothes to the Goodwill and that is exactly what they do. If you ever see Cirrco brand with a line through it, it means it came from the Goodwill store. This could be the same thing?
Which could explain why it was two sizes too small. The gifter probably only had a choice of like 2 things that were new with tags at the Goodwill, so she grabbed anything just so she could say she gave your daughter a gift and call it a day.

You can try to return it to TJ Maxx. Even without the tag on it and no receipt if they have the same item in the store they will return it for store credit. It could be worth a shot, and your daughter might be able to find something else that she likes.
