I would say that's not normal. Some dog foods just don't agree with a dog for whatever reason. When we first got our dog, we started her on Innova large breed puppy, but it gave her runny poos half the time. Switched to Taste of the Wild and that stopped, but she had bad gas. We switched to a different TotW formula, and now she has gas very infrequently. Sometimes you just have to try a few different options.
I don't know much about Nutro dog food, but I do highly recommend grain-free foods. Dog Food Analysis has a lot of information about all the dog foods out there. May I ask why you give wet food? I'm just wondering if it could be too rich.
The wet food plus oil sounds like a pretty rich diet. She might just need something a bit gentler, or a different protein source. Try grain free, try a fish-based or at least non-chicken formula, try just giving her dry food and not wet, try a probiotic/digestive enzyme, try skipping the salmon oil, etc. Sadie had this issue when we first got her. Wellness Core Ocean plus a scoop of this digestive enzyme ended up being the magic formula, but we went through a bit of trial and error before we found the right combination.
Also, puppy food tends to be rich. With Quincy, we switched him to an all-stage formula earlier than typically recommended, and gave him chicken for some supplemental protein. Since she's nearly a year, maybe try transitioning her off of puppy food.
We have two 60 lbs dogs (Pointer Boxer mix 5 yo and Pit mix 3 yo) and they each get about 2/3 to 3/4 cup food in the morning (with some veggies and a little sprinkle of cheese) and the same in the evening. We feed grain free (Nature's Domain Salmon and Sweet Potato from Costco). They also get one fish oil pill every other day. We have been feeding this amount since we got them (Willow at 10 months and Cricket at 2 yrs) and the vet says they are in the healthy range weight wise.
The horrible gas that they both had in the beginning is gone and only comes back if they get too much dairy.

I don't think that's necessarily too much food. We have.a 6 month old, 50 lbs Rottie and she gets 5 cups of food a day, and is thin. The vet and breeder agree she is on the right amount and she should taper off as she grows into an adult and her metabolism slows. Our puppy is a vacuum. She eats everything and anything she can get her mouth on. We really have to watch her closely. She is also a Rottie, who are notoriously gasy. So I also give her plain yogurt to have the probiotics help out.
If your puppy has been ruled out for any parasites, I would try some yogurt or pumpkin in place of the wet food. Also, watch that he's not getting into anything else that you don't know about.
