On my phone so I can't copy the whole thing, but the gist is that Scott Walker is proposing cutting THREE HUNDRED MILLION from the University of Wisconsin system. And the article doesn't explain it well, but he basically wants to change the governing structure completely.
One faculty member noted the juxtaposition of headlines Tuesday when Walker announced a plan to raise $220 million for a new Milwaukee Bucks arena hours after he revealed that he wanted to cut $300 million from the UW System.
There's money for rich sports team owners and construction companies but not for the state university system.

Correct, I'd like to know how the fuck he continues to be re-elected? This is not the state I grew up in.

I would actually guess that it's because, save for Doyle, we've had Republican Governors going back into the 80s who have systematically destroyed the state's education system while consolidating power within the executive branch in order to line the pockets of their big business cronies.

Have you ever searched Scott Walker on politifact - he makes a lot of outrageous claims and a good chunk of them are rated "pants on fire." Plus, despite some of his changes, I think WI still ranks like 35 out of 50 on financial solvency, so that would be hard to run on fiscal responsibility nationally if your own state is in the back 2/3rds with it's own budget (don't quote me on that number).
I just love how he is a Reagan-revisionist as the 2016 campaign season starts up. Claiming that the Soviets respected Reagan more after he fired the US Air traffic controllers to prove that leadership trumps foreign-affairs experience in a presidential candidate.
