What do you do with the other hand? Or are you supposed to go full-on Edward Scraperhands?
I could probably use something that could be used for other activities as well.

Definitely mittens......but other than that, I don't know. it's been ages since I had to deal with snow.

When it's really bad, I actually wear two pairs of gloves - one really thin pair made of cotton and then a pair of Columbia thermal-type gloves. I am still searching for waterproof gloves.

This is my recommendation, too. They probably don't have to be 100% waterproof, but at least water resistant.
Also, "lobster mitts" give you a nice tradeoff between warmth and dexterity. For example,
