I would assume that there is a pay range. If it is a public university, you might be able to search their salary ranges. The Director range is X, the Technician range is Y, the Senior Specialist range is Z, etc.
I'd apply, get the job and negotiate. It can't hurt to try!
Also something to consider. When I left a university in Chicago, my new work matched my salary, although it was not typical of what they would offer someone for this position (much LCOL here).
But they didn't want me to take a pay cut to come work here.
In my experience, that was pretty standard for student affairs in TX unless you were director level. It stinks...which is why I decided to work at a company that is sort of related to higher ed. Pay is better.
In my experience (I've worked for 3), universities aren't very flexible in salary range. You might want to call the HR person and ask if there's a range just to be sure.
