I agree with a small part. You can't count on the schedule the military sets. So, lower your expectations, and get married smaller/earlier than expected.
We'd planned a wedding for 5 months after engagement. Then things changed and H wasn't going to make it. So we signed paperwork after 3 months. I don't think we were ridiculous, and I do think it was a good lesson to not make plans on their promises. Those can change in an instant.
I don't agree with needing to be married for deployment, but there are a number of reasons why getting married earlier, if you're already planning on it, makes sense. I just don't agree with getting married when you'd never discussed it.

See I'm kind of a special snowflake on the deployment rule. DH is at risk of getting through his entire first sea tour without a "deployment". He's had underways but if things go to plan he could serve his entire contract and never deploy. One of the other guys he works with is in the exact same position.
Situations deserve to be judged individually as the details are never quite the same from one couple to the next.
And then again, as I'm sure Stan can attest... Being married doesn't automatically mean that you will be "in the know" during deployment.
It does come off as "Hurry up and get into DEERS while you still can!!!!!1!!!1!!" It sounds like she wants her to get onto his SGLI insurance as fast as possible, that is what I give my eye-roll to.
