so you can see, 'bare minimum' is not in my vocab, lol.
BUT, if pressured, my absolute barest in product would be: one BB cream, one finishing powder, one blush, one lip gloss, one eyeliner, one masacara, and one small palette of eyesadow. Plus the necessary brushes.

If you just want the bare minimum of products, I would take things that are multi-purpose. Probably a lip/cheek stain (I love Benetint, but I think that's sort of a polarizing product... you either love it or hate it). Mascara, concealer... I wouldn't consider bronzer a necessity, but it can be multi-use (I've used it as eyeshadow before).
I have a makeup bag in my desk for the days when I don't bother in the morning but need to look decent later in the day. Right now it is designed to avoid the need for brushes but I'll change that eventually.

My very bare minimums are all unfortunately caused by my stupid dark circles. So concealer, probably two kinds, then foundation because making my undereye area look nice makes my cheeks look blotchy by comparison, then powder to set it all, then oh wait now my eyes look washed out, so mascara. Bastards.
I usually bring more than this, like eye shadow and maybe eyeliner, but the above is my bare minimum, whether for travel or at home.
And at least one lip balm and lipstick; those aren't undereye circle related though, and are always in the bag I carry with me, not in my travel kit.
I'm wearing my work-day bare minimum today - undereye (Maybelline magic eraser) - this is the only item not in my desk. I can live without it if I have to. finishing powder of some sort - today I grabbed my HG ALP. For a purse I'd go with my NYX radiant instead. My desk right now has an old ulta powder from when I thought I liked matte stuff only on my face. blush. Something like one of the nyx sticks or the tarte stain stick so you don't need a brush. I've got a discontinued ulta gel stain stick in my desk. single color cream shadow. I like the ulta color coat and Maybelline color tattoos. Or if you aren't prone to creasing, the nyx shadow sticks. mascara. whatever lip stuff is already in my bag
Running to lowes bare minimum is just moisturizer, whatever lip stuff is in my bag and mascara.
To that end I have a tiny tub of coconut oil, a itsy bitsy mascara sample and some lip stuff in my purse at all times. At my desk I have a bag that holds the items listed above.
Prosacea for my icky rosacea cheeks some liquid foundation - right now stila but I don't like it bobbi brown rose finishing powder whatever blush or bronzer I am into at the moment eyeshadow primer a palette (semi sweet chocolate is a favorite) one of a zillion stila smudge stick eyeliners mascara - great lash normally lipgloss

I keep enough makeup in my purse that I can throw together a decent face sitting in my car in the parking lot.
I need: - Some sort of foundation. Usually MAC Studio Fix powder foundation, but right now Maybelline Fit Stick (I think that's what it's called) - Something for blush -- I usually just use lipstick - Eye shadow -- I prefer a cream or stick since I don't carry a brush. I have a few cheap options, but the better ones would be Laura Mercier caviar sticks, a MAC paint pot, or UD eye shadow primer in Sin (it's a pretty brown color). The Maybelline Color Tattoos made me break out, otherwise I'd probably just use those. - Mascara -- I just keep a travel sized one in my purse. - Lipstick. I always have at least 5 random lipsticks in my purse. - Highlighter -- I keep a sample size of Benefit Watts Up in my purse -- I can also use it as eye shadow in a pinch
If I were going to add more for a real travel bag, I'd add (in order of priority): - Liquid eyeliner - Face powder - More eye shadow variety - Real blush
Purse bag; - small eyeshadow palette (TF candy bar) - sample mascara - concealer - some small travel blushes from elf - a small nude and pink gloss - a small size of the ready bare minerals foundation

For travel or my purse and daily use? When I travel, it's usually for work and I wear my full face - except limit myself to one eyeliner and pre-select lipstick. (As opposed to my daily routine of debating and choosing for waaaaay too long.)
Primer (optional) Foundation (bb cream if for personal travel) Concealer Blush Eyeliner Mascara MAC paint pot in bare study Lipgloss Brow pencil
Non-makeup items I have on hand Tweezers Nail file Polish remover wipe (just in case one chips) Cuticle cutters
My preferable bare minimum: primer, tinted moisturizer, concealer (really I'd want my corrector and concealer), setting powder (preferably 2, lighter one for under the eyes), lipstick, blush, and mascara. Tools: eyelash curler, lash comb & brow brush, powder brush, blush brush.
If I had to pare it down even more: Tinted moisturizer, concealer, setting powder, mascara, lip balm/moisturizing lipstick. Plus the needed tools.
