Cats are pretty resilient and don't go down very easily so I would guess he's/she's OK. I second maybe putting out some neutralizing food/liquid incase he/she needs it and just watch them.

Nope. My cat will hunt down icy hot in this house. I even try to put on layers over it and she will lick through them. She'll be 8 next month and is alive to meep/meow about it all. Our last incident was yesterday.

My cat gets offended if I try to get him to sniff Icy Hot, and toothpaste, and anything else with a menthol smell. He loves my nighttime moisturizer though. I've woken up to him licking my face at 2 am. Why are cats so weird?

I wouldn't worry about the cat licking Icy Hot. Only tangentially related, my dog ate an ant trap once, and the vet said not to worry about it because the chemical in ant traps is the same as ?heart? ?hook? ?round?worm medicine that they give dogs all the time anyway. Animals eat disgusting shit, is what I'm saying.
