We always stayed in the Palmetto Dunes area but that's because my aunt had a condo there. I would check VRBO and try to rent a condo. She lived in one of these and it was about a mile from a public beach but if you want to be on the beach there are some available also. We actually toured one of the Windsor condos right after they were built and my mom based our house design on one. There are also some nice hotels in the area. I think there's a Marriott and Wyndham.
We usually stay in a house (my uncle owns one he rents on VRBO but we use when no one else is using), and prefer Sea Pines. There are also condos in Sea Pines and a Marriott right on the beach. Actually we usually go to the beach that is right there by the Marriott when we are there. We've never stayed there, but I love that beach.

We've also stayed in a house on Palmetto Dunes, and liked that too. I prefer Sea Pines, because of Harbour Town and South Beach.
I'm dead. The Monarch is $545/night. I'm really not looking to spend $4k on accommodations. lol.
lol, I've never even looked at the prices there! It's right on the beach, so I guess I shouldn't be surprised. We always rent a house or condo (or stay at my uncle's for a whopping $150 total - cleaning fee) and either drive over to that beach and park (5 minute drive) or walk over from his house (10 minute walk on the trails).
I do think Sea Pines is generally pricier, probably because of Harbour Town and South Beach, so that may be why the Monarch is so expensive. I think my uncle's 3br house is like $3000 for a whole week during the height of summer. We've gone to HHI pretty much every year since I was a kid, and we always did condos/houses. The price might be why; I just continued doing it with my family without looking at hotels because it was what I was used to.

What IS Harbour Town?
it's nothing that exciting - it's just a place on Hilton Head that has a big playground for kids (well that's what I see it as... others might see it as something more exciting). I think there might be a lighthouse and some restaurants... we always go there, and I like the playground. It costs $5 to go into Sea Pines daily, so if we aren't staying at my uncle's house, I usually still look at Sea Pines rentals first because that's what we're used to. I'm not sure it's worth the higher prices though.

I think Sea Pines also has a good golf course, which I always forget about because I don't golf.
The lighthouse is at Harbor Town. It's a neat little tourist area but not a whole lot to see. I think it's worth the $5 and a couple of hours though. I remember going to sing alongs there when I was little and it was fun. I just looked at my pictures from our last trip (6 years ago) and I commented on the lighthouse pic that, "everyone in this town is SO proud of this lighthouse!" Seriously, everyone we talked to was like, "HAVE YOU SEEN THE LIGHTHOUSE YET?!?!"
