Naked 2 Question

Not sure if this applies to other Naked Palettes or not (or any other palettes for that matter)...

I have (and love) Naked 2 - but on a few of the colors I use most frequently (Chopper and Suspect), the color is getting harder to transfer to the brush.  Almost like when you buy a new eyeshadow and it takes a few tries to "break through"

Anyone else notice this, and/or what can I do about it?

I've kind of noticed something like this happening with my ELF St Lucia blush. It's kind of like it's getting an oily film or something on top of it and I have to dig my brush into it (or scratch the "film" off with my fingernail. I don't know how to prevent it other than maybe cleaning my brushes more often...   Other than that I don't know what it would be or how to fix it.
