I’m on a tight budget these days. I’m looking for the best places online to buy cheap makeup? I’m not looking for any off brands or anything like that. Mostly what I’m looking for is just places that are heavily discounted.
Nordstrom Rack, Hautelook, Zulilly, 6 PM, just to name a few. Also check out Coastal Scents and The Balm. I have found some fantastic bargains on Prestige brands.
I follow nouveau cheap on IG, twitter and her blog to here about the good deals and go from there. I have a lot of stuff because I've waited it out for a good deal and or sale.
Also if you shop at Kohls or could move some of your shopping items to Kohls. Buy during Kohls Cash and then use that to buy make up. That's how I got my Lorac Foundation. I only paid $6 out of pocket. And they have have balm too which I love.
Nouveau Cheap on IG/Twitter is a good suggestion because she is all about deals on lower-cost makeup.
Coastal Scents is really good quality for the price. Follow them on Twitter and you can buy their already-inexpensive stuff on sale for even less money. I managed to snag a bunch of their single eye shadow pots, which are the same size as MAC, for $0.75 a piece during one sale. They have a new sale every 1-2 weeks, so if you can be patient, eventually the products you want will go on sale.
Morphe is also good quality for the price. They tend not to have regular sales, but their palettes are very reasonably priced.

It's really hard to find prestige makeup at a discount. Places like Nordstrom Rack and TJMaxx will have stuff, but it's often stuff that's being eliminated from lines (BTW, now's a really good time for that, because holiday-season packs should be making their way to discounters)...
Some web sites have limited discounted prestige makeup... check Hautelook for occasional sales, also Zulily.
Overstock has been a great source, as well. Right now, they have The Balm Nude Tude palettes for $21 and Blinc mascara for $17. (edit: among other things. they have makeup from elf to Dior. Lots of The Balm. Lots of Jane Iredale)
But if you're really on a budget, the best thing to do is familiarize yourself with what drugstore-level makeup will do, and how to do it right.
Here are my budget makeup tricks:
1. Research, research, research. The web is a fantastic resource. Use it. There are reviews of EVERYTHING. Read/watch them. Check bloggers and youtubers who compare low end to high end stuff. If you have the time, look up stuff online before you buy.
2. Consider the difference between your wants and needs. Do you really need lipstick that will work for 12 hours with no reapplication? Do you really need that absolute shade, or can you get away with something close-but not exact (a dupe)? I know, no makeup is an absolute need... but really... think about it.
3. After researching, familiarize yourself with what works best from each line. Try not to sway too far from that. Example: Wet n Wild makes great eyeshadow, for the most part. Elf makes crappy eyeshadow, for the most part. Don't let yourself get tempted by elf eyeshadow palettes. Just don't do it.
4. Be OK with returning stuff. Yes, drugstore-level makeup CAN be returned, depending on where you buy it. I have MUCH lower returning standards for a $1 lipstick than I do for a $20 lipstick...
5. Obscure/smaller lines do some amazing stuff. Sleek Makeup is a drugstore brand from the UK that makes amazing eyeshadow and blush. Makeupgeek and Colourpop do good stuff, or so I've heard. Indie makeup companies do good, too.
The MUB is a GREAT resource. People buy stuff and wear it and tell you how it's going. And it's perfectly OK to ask about products. Seriously. I did a LOOOOOONG post about freaking $1 WnW lipsticks FFS. It's all good.

another decent if weird source for discounted high end makeup: Costco.
sometimes. some locations. Like, there's one near me that has stuff like Bobbi Brown Shimmer Bricks and Touch L'Eclat at discounted prices on the regular.
They have their own brands that don't get great reviews, though. And only SOME costcos seem to have the goood stuff.
