I'm not sure what the protocol is but they become very territorial. We had to look into having some removed from our property but spraying them with the garden hose ended up doing the job.
The problem seems that they take over quite a large space. Then they will chase people, hiss, etc... They were not even afraid of my dogs and they sent dh running more than once. Their nest was quite a way beyond our property but they would still fly over our fence when we came out.
There are a bunch of Canada geese by my office, and in the park near my house where I jog. Luckily they don't seem to bother people, but their poo is everywhere.

Unless the guy has a federally issued permit to do this, then he's in violation of the Federal Migratory Bird Act. It's illegal to harm or injure a goose and damage or move its eggs and nest, without a Federal permit. Not complying with the Federal Act can result in fines ranging from $5,000 to $10,000.
Don't mess with the geese! They're the toughest street gang in town!
(seriously, they aren't a bird to mess with - they get very territorial, and can get _really_ aggressive... they're also big enough they can do some serious harm)
