We looked into swim lessons and everything we saw there needed to be one adult per kid. We could do it, but decided to wait until they're a little older.
In our case, if we would have went ahead with it, both H and I would go. Or if one of us had to work late, my parents live close enough one of them could come with us.
We haven't bothered up until this point either because of the one adult per kid thing. They are starting lessons next week (3.5 yrs old) and no adult has to be in the water! The lady I talked to said the kids will sit on the steps of the pool and wait their turn while they do different things with the instructor.
We just started at age 4. One kid has been completely uncooperative with the instructor, so I pulled her out and I'm taking her to the pool myself this summer (I used to do lessons many many many years ago). The other is taking to lessons really well so one of us takes her every week. This year is just water acquaintance anyway. Once I get the shy one more comfortable in the water we'll try lessons again.
Ha, this is why I haven't bothered. Even the Music Together class required me to find another adult to help.
How old are your kids now? I started Music Together with my 3 kids when J was 28 mos and the girls were 6.5 mos. I had my mom come with me for the first two sessions. We are on our third now and I am taking all 3 by myself. J will be 3 Saturday and the girls are 14 mos. It's one of the few activities where I feel ok taking all 3 by myself because it's ok for them to run around etc. And doesn't require they sit still like library story time or something.
As for swim lessons, J is in them now but we are waiting a bit for the girls. We want to get to the point where J can do them on his own and then H and I will do them with the girls, probably starting in the next 6 mos or so.

Oh, we have a mixed age class from birth to 5 years. We have a lot of up and down too and the girls still aren't walking yet so I just carry them both for as long as I can and then alternate with the other on the floor if need be. But it helps to have the mixed age class.
I was a swim instructor and we had guppy classes for kids under 5 that required a parent. I am also passionate about water safety and teaching kids to swim. These classes are actually geared toward teaching parents\care givers early water skills, water adjustment and play (at least Red Cross certified classes). YOU are being taught to have fun with your child and develop skills.
I dont know if these are paid classes or free. Or convenient. But I would strongly encourage you to go. Maybe alternate classes with one child, so you pay for 1 slot (with the other with a friend or sitter- maybe at the pool.) Or pay for 2 slots with another adult in the pool. Either way, you may learn a lot that supports wonderful swim development - and may have fun.
My kids started swim lessons yesterday, they're almost 8 months old. They are parent/child lessons so DH and I each took one of them into the pool. The logistics were a bit tricky (like everything with twins) but we were able to make it work and we all had a great time!
We also did Saturday lessons for 1 term, when they were little, so DH could go. Now they're old enough (4) not to need an adult in the pool. Once I signed up for lessons at a place that did baby lessons and big kid lessons at the same time so that a friend with older kids could come be my 2nd adult. It ended up being a disaster because her kid got sick and passed it around to everyone, but in theory it was a good way not to have to do weekend lessons.
I had twins and another under two at the time so swim lessons didn't happen until they were able to go with the instructor on their own. We did take them to the pool a lot though, when both of us (my husband and I) were available.

I actually waited until they were three so they could go in with the instructor only. I was required to have another adult with me, and it wasn't feasible. It was fine, because they were so excited that they just waved goodbye to me and headed off.
