They are a canadian company and actually sell the clothes in my local grocery store. The quality is decent. They used to be cheaper but their prices have gone up over the past couple years. I don't really buy much but some styles are cute. Their kids line is pretty much Gap's line from the year before (same styles and fabrics)
Superstore (where they are sold in Canada - referred to differently in different provinces) is like Target with a grocery focus instead of and 'everything else' focus. It was a grocery store first, and they added well designed, cheap housewares and furniture and such, and then clothes. So - trendier and more modern, but cheap.
I find the clothes a little hit and miss. Some of my favorite standbys are Joe, but occasionally I'll get something that pills or doesn't hold up well. But for the price, I really like it for trendy pieces and their sale rack is great. And I have good luck in their workout section - Lululemon-ish except I like it more.
There are lots of Superstores up in Vancouver. We always fly out of Vancouver instead of SeaTac when we fly home and I always stop at Superstore for Joe Fresh and dill pickle chips because you wacky Americans don't have those.

I love Joe Fresh. I just bought a couple of gorgeous silk blouses for $49! Quite the steal.
Quality can be all over the place, but generally better than Forever 21. The sizing is quite generous though. I'm often sized out of things that I like. For reference, I'm usually a 0 at J. Crew and I've found certain size 0 items at Joe Fresh too roomy. You might not find stuff that suits your frame. But then again, they are kind of inconsistent with sizing.

I like the top. I just got some nail polish in the orange. If you really like it, you could do a hook and eye where it puckers to make it lay flat. I have a couple of Anthro tops where they did that and I love them for that alone. I never would have thought of that until I sw the Anthro ones.
