I can't say that I have personally used a texturizing powder, though I am interested in getting some.
I have watched a couple of videos that feature texturizing powder on You Tube and it seems like they just sprinkle a little bit on the roots where they want lift, then they massage it in. Most people seem to say that less is more.

This is exactly how my stylist showed me. Lift your hair at the root in the back in a few different places. When you lift it, dust a little bit of the powder right on the scalp and rub in with about 3 fingers. Do that in a few places at the crown and after your hair is let back down zhush a little more with your fingers. And she explained to me that I could do that with my fingers throughout the day and the volume would come back. My favorite is Surface Push Styling Powder.

I haven't tried it yet, but makes sense; when I apply it directly to my roots, it always feels like way too much and makes my hair feel super dirty and can't even run my fingers through it.

Not sure what kind of openings are on the one you're using, but I did forget she told me to only open the holes on the lid halfway. Like you twist the top to either expose them or not, so you twist it to the point where each hole is only half open.

Mine doesn't twist. It just had openings like a salt shaker. I use the BSH Powder Play.

Hmmm. That stinks, I'm sorry. I'm sure you've tried this, but maybe tap it onto your hand first to see how much actually comes out before doing it on your scalp? It really is "less is more". If I get "too" little (in other words, I can't feel it with my fingers) I just tap again.
I sprinkled into my hands this morning and it was a little bit easier. Not as much texture/volume as the other method, but this way I can go slowly and not put too much.

I've also watched people hold the bottle kind of sideways and squeeze it a little, then the powder comes out in a :::poof::: and then you don't get too much.
Also, maybe try really over extending your hair to one side when you're trying to apply the powder only to your roots. Maybe then you will have better luck getting it on your roots?
