Are you paying for it OOP? I wouldn't go too crazy with toppings. Sprinkles, cherries, maybe a bit of fruit, some whipped cream and chocolate sauce and you're fine. I'm not sure about amounts. Water is fine for beverages.
I'd love to know what kind of ice cream socials @reannalynne has been to because her suggestions are crazy.
I've never been to one. I don't get invited to things, you need to have friends for that to happen. Unless it's a family picnic, I've literally only been invited to even 2 picnics in my life.
Oh wait, I do have a twin 10 y/o birthday party Friday night for my one and only friend/BFF, so there's that...I usually end up leaving kind of early though because kids make me want to scream.

A department at work had one recently. It was fun. They had probably 9-10 cartons of different ice cream, plus whipped cream, nuts, bananas, cherries, different syrups, sprinkles, root beer, coke, orange soda, ice cream sandwiches, and some tofutti and Popsicles for the vegans.
I'd say there were about 100ish adults? There were leftovers.
You can invite ice cream trucks, too. Just contact and call. They will charge, but it might help with your inventory and output. It might even be cheaper to strike a deal to pay them to supply ice cream - you/your group can hand out vouchers.

I hosted this one year for my neighborhood and supplied it all.
I had vanilla ice cream, chocolate syrup, magic shell, chopped up Oreos, whipped cream, m & ms, chocolate chips, cones, root beer for floats, and bottled water. Then I provided a couple boxes of outshine bars for my lactose intolerant neighbor kid or anyone else. We had a lot of ice cream over, but it was really fun.
